Major revisions to the National Environmental Policy Act (NEPA) statute could shrink the scope and timeline of environmental review. Under the new proposed regulations “cumulative effects” — i.e. how fossil fuel expansion contributes to climate change — wouldn’t need to be considered. The fossil fuel industry is delighted. Environmentalists are appalled. It might yet be possible to prevent the changes.
