In the U.S. nearly three-quarters of the CO2 generated from fossil fuels comes from cities. Unfortunately when they estimate their emissions, they’re apt to undercount by around 20%. Emissions of methane are also undercounted by many cities. It would be easier to make effective decisions with accurate data.
