Last summer oil and gas-industry groups lobbied to overturn federal rules on natural gas leaks, arguing they had emissions under control. Privately the lobbyists were saying something very different. At a discussion convened in 2019 by the Independent Petroleum Association of America (it represents energy companies) participants worried that producers were intentionally flaring far too much gas, threatening the industry’s image.
